One agglomeration, several cities, each with its own by-laws
Longueuil issues permits through the Direction de l'aménagement et de l'urbanisme, under the Schéma d'aménagement et de développement de l'agglomération de Longueuil. The agglomeration covers Longueuil, Brossard, Saint-Lambert, Boucherville, and Saint-Bruno-de-Montarville — each with its own by-laws under that regional framework. Where the West Island splits borough-versus-city, the South Shore is several cities sharing one regional plan: the regional layer sets the frame, the municipal layer sets the detail. We confirm the specific municipality's requirements per project rather than assume Longueuil's rules apply across the agglomeration.
On design: interior modifications outside the Architects Act we carry in full; subject buildings get an OAQ-member architect directing from the outset. Our designers are APDIQ members; we build under our own RBQ licence.

Who issues my permit on the South Shore?

Do I need an architect for a South Shore fit-out?
It depends on the work. Interior modifications that don't change a building's use and don't affect its structure, fire separations, exits, or envelope fall outside Quebec's Architects Act, and a design-build studio can carry them in full. Where a project is subject to the Act, an OAQ-member architect directs that portion of the design from the outset. We identify which applies at the start.
